Abstract This is a study on effective a member of the civil society is in policymaking. More specifically, a youth driven non-governmental organization-KAAKBAY was examined through their strategies used in the previous 12th Congress. With the threat of the abolition of the Sangguniang Kabataan, the government body headed by the youth, KAAKBAY framed and used all their strategies in the fight against the said threat. Thus, they have advocated the retention of the Sangguniang Kabataan policy. The different sides of the state and other members of the civil society regarding the need to abolish the Sangguniang Kabataan were provided in this study. Yet the researchers focused more on assessment of the strategies made by KAAKBAY that enabled the success of the retention of the S.K. policy.
