ABSTRACT:  The telecommunications industry in the Philippines has long been plagued by inefficient service and ineffective regulation. The PLDT, being the largest telecommunications company in the country, has become a significant factor to poor telecommunications services long suffered by the Filipinos. The industry has been beleaguered by special relations between the oligarchs as exemplified by the Cojuangco family and the patrimonial state as embodied during the administrations of Marcos and Aquino. The industry was characterized by a system of favoritism and special considerations granted to the Cojuangco family by Marcos and Aquino. This kind of system paved way to the monopoly of the industry because of the actor's primary goal to amass wealth. To change the predatory system, there was a call to liberalize the industry that encouraged more players towards the demonopolization of the telecommunications. This was made possible under the administration of Ramos.
