ABSTRACT:  The study on the state-of-the-art of the medical centers under the Department of Health (DOH) in the National Capital Region (NCR) seeks to present the three hospitals, namely: Jose R. Reyes Memorial Medical Center, East Avenue Medical Center and Rizal Medical Center. In the study, the problems, as well as the opportunities for the development of these hospitals, have been cited. It was found that these government hospitals are in dire need of financial support to fulfill their objectives of quality and cost-effective patient care. Problems and opportunities were determined as the researchers of the study conducted interviews with hospitals officials and personnel. Survey questionnaires were also utilized to obtain the data needed on the perception of the patients regarding hospital services. A representative of the DOH was also interviewed who gave vital information on the roles and responsibilities of the government for these institutions. The study does not seek to antagonize the relationship existing between the government and the hospitals. Instead, this is an attempt to collate all the problems faced by these institutions to allow the government to locate the areas where they can assist in the development of the delivery of basic services. The interviews and surveys were analyzed in their entirety. The results indicated that there is so much more that can be done to uplift the condition of these hospitals. Eventually, this endeavor may benefit many of both hospital patients and the hospital staff. The study led to some findings that point to an inconsistency. The interviews with hospital management cited a number of problems that affect the delivery of patient care. However, the results of the survey revealed that, despite the claims of the management, the patients are quite satisfied with whatever is given to them. This study was primarily conceived and achieved with the hope that the government may be enlightened to satisfy the growing demands of the Filipinos, particularly the indigent, especially in the realm of health. The researchers took into consideration the present state of the country, and thus, realized the need to focus on the delivery of health and medical care services. The study revealed that much assistance is being asked by these hospitals to serve their clients better. It is in this light that the study recommends certain steps in the achievement of a dynamic public health care system.
